Pont Neuf & Notre Dame, dated 1928 was painted during one of Bartlett’s many sojourns to Europe. The myriad of colors and heavy impasto are characteristic of his paintings after his first visit there, in 1924.  Bartlett became intrigued with the under painting of Venetian tempera and the color effect of stained glass. Incorporating new techniques into his paintings, he developed translucent hues and vivid jewel tones for which he became famous. He continuously experimented with color and various media.

Bartlett studied under William Merritt Chase (1849-1916) and Charles Warren Eaton (1857-1937) at the Art Students’ League in New York, eventually settling in Los Angeles in 1915. He furthered his art training in 1924 with Coussens in Paris.

Bartlett was a founder and first president of the California Watercolor Society, and, also served as president of the California Art Club. The Los Angeles County Museum of Art held a successful solo show of his works in 1927.  The following year he opened an art gallery in Los Angeles where he exhibited not only his paintings but, those of other local artists.  Bartlett was an active member of the Southern California art community for over forty years and a teacher at Chouinard School of Art.   His innovation and presence in the emerging art community of Los Angeles and Southern California influenced many artists of the time.
